Ordinary Passport
Eligibility
- Be a Kenya citizen seeking replacement of old Kenyan National Passport
- Children of Kenyan citizens in Rwanda
NOTE:
- The High Commission is not designated as a Passport Issuing Centre. Passports shall be issued in Nairobi and sent to the Mission for collection.
- Citizens who do not fall under the two categories of eligibility shall continue to process their E-passports in Kenya.
How to apply
- Successfully complete the online passport form in https://www.ecitizen.go.ke (ensure all details and uploads are correct).
- Choose “Kigali” as location of application submission.
Submit the following documents to the Mission:
- Print out of duly filled online form
- One (1) colour-passport size photo
- The passport photo must be of high quality/resolution with adequate brightness and contrast
- White background and showing all/full facial features clearly including both ears, no earrings, no spectacles, no headbands)
- Size (2 inches by 2 inches)
- Should have been taken within a period of NOT more than 6 months
- National Passport copy (applicable for those renewing/replacing their passports)
- Copy of New Generation National Identification Card (ID)
- Copy of Birth Certificate
- Copy of parent(s) ID
- Copy of certificate of registration if Kenyan by registration
- Copy of the recommender’s ID
- Police abstract (If passport was lost)
- Sworn Affidavit (If passport was lost)
- Proof of payment from citizen (payment slip)
NOTE:
- All copies MUST be coloured. Submit original documents to aid in authentication of the copies.
- Bring the old passport for invalidation when collecting a new one.
Temporary (Passport) Permit
- Kenya Temporary Permit (TP) is acquired online through e-Citizen (www.ecitizen.go.ke)
- It acts as a temporary travel document and valid for travel within East Africa
- Its validity is one (1) year
Validation
- Upon online acquisition of Temporary Permit, it requires validation.
- At the Kenya High Commission-Kigali, we validate the TP
- Upon validation, proceed to Rwanda Immigration for status endorsement/ transfer of endorsement from previous travel document

Authentication of Documents
The High Commission wishes to inform the Diaspora and members of public that it is the mandate of the Ministry of Foreign and Diaspora Affairs of the Republic of Kenya to authenticate documents.
Pursuant to the Presidential directive that all Government services be availed on the e-citizen portal, the Ministry identified authentication of documents as a crucial service to be digitized in order to improve service delivery and efficiency.
This is therefore to inform the Diaspora and members of the public, that all documents submitted for authentication must be submitted through the Ministry’s online platform accessible via the link mfa.ecitizen.go.ke
Emergency Travel Certificates
- The High Commission issues Emergency Certificates to Kenyans whose passports/ travel documents expired/lost/stolen/ misplaced/mutilated while in Rwanda.
- It is an internationally recognized document for one-way travel back to country of nationality (Kenya).
- The document is surrendered to immigration officer at the Port of Entry.
Requirements:
- Present self to the Kenya High Commission
- National Identity Card
- Copy of the Travel Document (if available)
- Two recent passport photographs (white background)
- Fee of RWF 12,000 paid to the High Commission’s bank Account below. Submit proof of payment.

Certificate of Good Conduct
Requirements for Certificate of Good Conduct for those living abroad
Kenyan citizens:
- Apply for Certificate of Good Conduct online through e-Citizen and select Directorate of Criminal Investigations Headquarters (DCI HQ) under the fingerprint area fields.
- Pay Kshs.1,050 on e-citizen. Upon completion of the application, print payment receipt (Government copy).
- Present to the Kenya High Commission the following:
- – An application letter addressed to DCI Kenya showing the purpose of the Police Clearance Certificate.
- – Copy of e-citizen payment receipt (Government copy)
- – Submit two copies of Kenyan second generation identity card. If the applicant is over 18 years of age, (If the applicant was never issued with the ID card, he/she must prove he/she left Kenya before reaching the age of 18 years and is yet to return, and must provide the High Commission with two copies of the birth certificate and/ or Kenyan passport/travel document)
- – If the applicant is below 18 years, a copy of the birth certificate and/or Kenyan passport. The application should be done through the parent/ guardian’s e-citizen account
- The High Commission will issue a referral letter requesting for fingerprints to be captured by Rwanda Investigation Bureau (RIB) Headquarters.
- For RIB to capture a complete set of finger prints and palm prints at RIB Headquarters, present the following documents:
- – Application letter from the High Commission
- – Two passport size photos
- – Payment receipt from Irembo for fingerprints facilitation
- The duly filled RIB fingerprints form will be issued between 24-48 hours to be presented to the High Commission for onward transmission to DCI Headquarters Nairobi.
- Certificate of Good Conduct will be issued online via e-citizen portal tentatively between three to four weeks.
Non-Kenyan citizens:
- Completed biographic form (click to download)
- An application letter
- A certified photocopy of the applicant’s passport;
- If the applicant is below 18 years, a certified copy of the birth certificate
- A complete set of fingerprints and palm prints (with police endorsement seal or stamp) done by Rwanda Investigation Bureau-RIB (the High Commission writes a referral letter to RIB, facilitating the capture of the prints)
- Documentary proof that the applicant visited or resided in Kenya (copies of Immigration Stamp endorsements; visa, Permit, Pass)
Fee of Rwf 9,600 paid to the High Commission’s bank Account below. Payment to be made after fulfilling submission of documentary requirements.

Transportation of a Deceased Body
Requirements for Transportation of a Deceased Body:
Next of Kin to identify the Body
2. Next of Kin to report the death at the Kenya High Commission, Kigali
3. Proof that the deceased person was a Kenyan citizen. Provide Original
copies of (National Identity Card/ travel Document/ Birth Certificate);
whichever available
4. Next of Kin to provide his/her Identity Card/ Passport/ Travel Document.
5. Next of Kin to provide necessary information on the means and (tentative)
dates for transportation of the body.
6. High Commission issues a letter confirming that the deceased was a Kenyan
citizen and requesting assistance from the local authorities for the
processing of requisite documents and transportation of body.
7. Next of Kin to process Death Certificate from the hospital/morgue.
8. Next of Kin to acquire a Letter from Rwanda National Police (RNP) clearing
the transportation of the body.
9. Body is transported.
Note: For those transporting the body by air, please contact the carrier for additional requirements.
Arrest Cases
Things to do in case you are arrested:-
- do not resist arrest, doing so may aggravate the situation.
- notify this office by phone, if not possible, ask the arresting agency to notify the Mission about your arrest. Give them express permission to disclose your arrest and to allow an officer from the Mission to speak to you.
- seek services of a lawyer for proper handling of your case.
The Mission can do the following:-
- attempt to ensure that you receive fair and speedy trial
- pay you a visit in prison, detention or holding centre where possible and if necessary
- facilitate communication between you and your family wherever they are. Where this is not possible, the Mission can pass information to your family about your predicament subject to your permission
- issue you with an Emergency Travel Document upon your release (only if you do not have a valid passport).
Kenyans must meet the following requirements to facilitate immediate assistance
- Be registered with the High Commission.
- Receipt of the arrest details.
- Details of the next of Kin.
- Copy of passport.

Kenyans are advised to avoid situations that may lead to arrest or deportation by obeying the laws of the Republic of Rwanda. You should, at all times, ensure that you have valid immigration status. Apply in good time for renewal of your immigration status to avoid being illegally present and thus at a risk of arrest or a fine.

Services for Foreign Nationals
ETA
Visitors to Kenya are required to apply for Electronic Travel Authorisation (ETA). The ETA digital platform will ensure that all travellers to Kenya are identified in advance before their arrival. The official website for this process is www.etakenya.go.ke
Please note that the ETA platform has replaced the eVisa system. Travellers with already paid and issued visas from the eVisa platform will continue to use them for entry until the expiry of their validity.

PASSES
Passes issued include:-

Special Pass
Special passes are issued for foreigners who:
- Are temporarily conducting business, trade or professions for a period not exceeding 6 months.
- Are awaiting permit or pass
(Issued for a period not exceeding 6 months)
Dependant Pass
Dependant passes are issued to dependants of:
- Kenyans (foreign spouses),
- holders of Entry Permits,
- Exempted persons and permanent residents.
Note: (These are persons who are dependent on the applicant for maintenance. Its validity is pegged on the immigration status/validity of applicant).
Student Pass
Students’ passes are issued to persons
- Seeking to study or train in Kenya.
- accepted as a student or intern by an institution/firm
- Its validity is specified by the immigration officers.
- Its validity is specified by the immigration officers.
Internship / Researcher’s Pass
Internship/ Researcher’s passes are issued for internship or academic research.
Conditions:
- Accepted as a researcher or intern
- This pass is valid for not more than one year
East African Citizens
- Entry Permit (any class) are issued to citizens of EAC partner states without charges.
- Special passes are issued to citizens of EAC partner states without charges.
- Dependant passes are issued to citizens of EAC partner states without charges
- Student/intern/ researcher’s passes are issued to citizens of EAC partner states without charges

Acquisition of Kenyan Citizenship
Acquisition of Kenyan Citizenship
The Constitution of Kenya provides for acquisition of Kenya citizenship in two ways namely:
- By Birth and;
- By Registration
Citizenship by Birth
This is provided for under Article 14 of the Constitution of Kenya as read together with Clause 30 of the Sixth Schedule:-
- One is a Kenyan by birth if at the time of his/her birth either the mother or father was a Kenyan citizen. This is regardless of where the person was born.
- The following are also Kenyans by birth once their registration formalities are completed:-
-
- Child found in Kenya who appears to be under 8 years of age and whose nationality and parents are not known is presumed to be a Kenya citizen by birth.
- Person who is a Kenya citizen by birth but ceased to be so on acquisition of other citizenship before the promulgation of the new constitution, such a person is entitled on application to regain Kenya citizenship.
Citizenship by Registration
1. Through Marriage:
A person who has been married to a Kenyan citizen for a period of 7 yrs is entitled on application to be registered as a Kenya citizen provided that:-
- The marriage was solemnized (in Kenya or outside Kenya) under a system of law recognized in Kenya.
- Applicant is not declared as a Prohibited Immigrant in Kenya; has never been convicted of an offence and sentenced to imprisonment for a term of 3 yrs. or longer
- Marriage has not been entered for purposes of acquiring a status or privilege in relations to immigration or citizenship
- Marriage is subsisting at the time of application
- Citizenship is not lost through the dissolution of marriage.
2. Through continuous residency
-
- Legal residents – a person who has been ordinarily resident in Kenya for a continuous period of 7 years under the authority of a work permit. Children (under 18 yrs.) of a legal resident are also eligible for registration.
- Children of Kenyan citizenship by registration are Kenyan by birth if at the time of their birth either of their parent had been registered as a citizen.
- It does not follow that if one is citizen by registration then their children are also citizens by registration… all that matters is that at the time of their birth one of the parent or both are Kenyan.
- Unlike citizenship by birth, the one acquired through registration can be lost voluntarily or by law.
- A Kenyan by registration can renounce such citizenship in the prescribed manner and cease to be Kenyan permanently.
- The government too can revoke citizenship by registration in accordance with the constitution and the law and such citizenship shall be lost permanently.
Dual Citizenship
DECLARATION
The Kenya constitution allows for dual citizenship. A Kenyan citizen who acquires citizenship of any other country after 27th, August 2010 does not lose Kenyan citizenship. He/She, however, is required by law to declare his status immediately by completing:
- Two sets of dully filled Form-2 (Declaration by dual citizen) which must be notarized by the Commissioner of Oaths.
REGAINING CITIZENSHIP
Persons who lost Kenyan citizenship under the old constitution by acquiring citizenship of other countries before 27th, August 2010 are entitled to regain on application
Voluntary Renunciation of Kenyan Citizenship
The Kenya Citizenship and Immigration Act (2011) provides for Voluntary Renunciation of Kenya Citizenship for any Kenyan who wishes to do so.
Revocation of citizenship (Article 17 of the Constitution of Kenya)
A Kenya citizenship by registration may be revoked if –
- The citizenship was acquired by fraud, false representation or concealment of any material fact;
- The person has during any war in which Kenya was engaged , unlawfully traded or communicated with an enemy or been engaged in or associated with any business that was knowingly carried on in such a manner as to assist an enemy in that war;
- The person is convicted within five years of registration, been convicted of an offence and sentenced to imprisonment for a term of three years or longer;
- The person is convicted of treason or of an offence for which a penalty of at least 7 years imprisonment or a more severe penalty
- A citizenship of a person who was presumed to be a citizen by birth as contemplated in Article 14 (4) of the Constitution may be revoked if :
- The citizenship was acquired by fraud, false representation or concealment of any material fact by any person;
- The nationality or parentage of the person becomes known and reveals that the person was a citizen of another country; or
- The age of the person becomes known and reveals that the person was older than 8 years when found in Kenya.
Rights and Duties of Citizens
Rights: A citizen of Kenya has a right to:
- Enter, exit, remain in and reside anywhere in Kenya
- Be registered as a voter without unlawful restrictions
- Participate in free, fair and regular elections based on universal suffrage and subject to the constitution, to vote and vie for any elective body or any party post where the citizen is a member
- Own land and other property in any part of the country in accordance with the law
- Be appointed to a public office
- Vie for any elective office as president or deputy president subject to Article 78 and 137 of the constitution – NB: – this only applies to citizens by birth with no allegiance to any other country (dual citizenship)
- Any documents of registration or identification e.g. ID cards, birth certificates, passports, voter’s cards (for eligible persons).
Duties (some)
- Owe full allegiance to the state and the constitution of Kenya
- Obey the laws of Kenya
- Pay taxes provided for under Kenyan laws
- Respect and promote national integration, unity and peaceful co-existence
- Promote the values and principles prescribed in the constitution
